Ghosts of the Past NG+ (possible bug)

I’m having problem with this quest. In first play trough I’ve imported save from TW2 where Letho is alive and the quest was there but on NG+ play trough Letho is missing and instead of him there are wraiths. Is this bug or is there some other solution for bringing Letho back? Any help is welcome.
