Is Yoana bugged, or is it normal for merchants budgets to rise without bound (over 6k now)?

Every time I've gone back to Yoana at the Bloody Baron's castle she's added a few hundred to her total budget (even though I clean her out every time). Most of the other merchants I've encountered rarely have over a thousand on hand and don't seem to increase beyond just replenishing to their original value.
