Some DLCs not activated only in new game + mode?

I've tried reinstalling the DLCs but does not work. All the DLCs work perfectly fine in the normal mode, and the fact that ive started the game in ng+ mode indicates the DLCs are working. However, in the ng+ mode, some DLCs like the wolf armor, hair, crossbows etc arent present and i've checked with console commands, but they dont appear, while the toggle-DLC's like the alternate costumes and gwent cards work as intended. I cant seem to find any information on this bug, or is there an option to turn on the DLCs in ngp mode? thanks for any help!
