Recommended settings for R9-295x2 at 4K resolution?

Hi all–

I'm concerned this is about to be a real nublord post, but here goes:

I just got a 4k monitor (LG 27MU67) and have a PC running an AMD R9-295 x2. When I open the game– the highest FPS I can get (per FRAPS) is around 22 FPS.

I've set the graphic settings down to low, installed the beta version of the Catalyst driver, enabled FreeSync, disabled FreeSync– I don't know what to try next. There are a couple posts in this subreddit from people with my setup pushing 50+FPS— I'd really like to do this.

If it helps, the rig has an i7-3770k stock, 32 GB 1600 mhz ram, a couple ssds for a boot drive, running on Win 8.1 Pro x64.

Did I miss something simple? Surely the Rr9-295×2 can do what the other posters mentioned?

I'll x-post over the /r/amd in case anyone over there has any idea.
