This is actually a funny progress breaking bug and has only happened to me once (so far). At the end of the "Master Armorer" quest when testing the armor there is an NPC walking around. Just as the Nilfgardian general fired the bolt it hits the NPC rather than Geralt’s armor. This stops all progress and nothing can be done as the general never fires another bolt. Fix is to load a previous save.
I suspect that if the NPC was walking in front of the general when shooting at the peasant wearing the inferior armor made by Fergus, this same issue would occur. Not sure how often this has occurred or how to reproduce this as it seems like a random timing issue, but damn it was funny seeing the NPC go flying when it got hit by the crossbow bolt.
