Captain Wolverstone is dead-skellige

I can no longer play the game, I am completely stuck at the main story line and can’t get to skellige. I had decided to move on from the quests in novigrad and move onto skellige. However when I go into the tavern captain wolverstone isn’t there at the start, then you hear the noise of someone stabbing someone, wolverstone appears out of nowhere and falls dead on the ground. He stays there and I cannot talk to him or do anything. I have done all the missions I can in Novigrad around my skill level and I come back everytime and the same thing happens. Unless this is fixed the game is literally over and im not even 1/3 of the way through
