The Witcher 3 suddenly stuck at 10-20 fps on PC. Please help I've had this issue for a while now and it's really making not want to play this anymore.

Disclaimer I'm terrible at explaining things. Here are my specs:

Windows 10 64 bit Intel Core i3 530 @ 2.93GHz AMD 7850 2G 8G RAM

When I first bought the game I could run it fine on low settings at 1080p and average 30-40 fps in most areas and 60fps in caves and such. This issue first happened like over a month ago I was playing and the game just suddenly stayed at 15 fps for some reason even after lowering the resolution and keeping it at low settings. I got frustrated because I've had a long streak of other games having issues so I stopped playing it. I picked it back again 2 days ago and it ran fine for a few hours but then I fast traveled somewhere to talk to someone in a bar and the framrate just dropped again then it crashed. I restarted the games and it kept crashing when I tried to talk to that npc. So instead I fast traveled somewhere else but the framerate stayed the same no mattered what I did. I loaded an old save, lowered the resolution, v sync on/off, cap and uncapped fps, borderless screen, and also prioritized the game on task manager and still nothing. I love PC gaming but this type of shit just grinds my gears cause now I'm stuck playing CoD. So Please help
