Game breaking broken Quests over and over. Multiple attempts at playing? Any way to fix this buggy mess via console?

So first ill just say I have tried going back to previous saves on my 3 play through attempts I've put over 65 hours into the game now and each time I encounter a total game breaking quest bug that nothing has been able to fix. First was the ugly baby all attempts to progress failed and I resorted to a save that was basically the beginning and started only to get to the same spot and have it cause the same issue. I completely deleted the game reinstalled and played again I've reached "The Wandering in the dark" quest and it is broken now as Keira isn't there to meet me at the mages hideout and no saves I have tried work either even going well back to almost the beginning again and playing another 10 hours to get there?! I'm giving up on the game and am pissed I've wasted money and so so much time on this buggy mess. Is there any console commands to finish quests and progress? I cant find anything really. Any help would be appreciated
