Traveling merchant in Blackbough after 100 hours playtime still missed

As described above I never see or meet the traveling merchant In Blackbough in Velen, who you can meet again near Novigrad, in my current playthrough with patch 1.11 on PS4. All quest in that area and in Velen are solved. And he isn’t on his later place outside of Novigrad too! In my two older playthroughs there wasn’t a problem.

Is that bug well known or did I failed in one point? I didn’t found anything here in that forum about that problem.
