I've had this happen a half dozen times or so: I'm tracking a secondary quest, and out of nowhere, a different quest suddenly takes precedence and my tracking markers change. It's happened multiple times with the starting section of the dumpling quest (I suddenly start tracking thieves in Heirarch Square in Novigrad for no reason), and it just happened again with a main story quest involving the "pellar" (whatever the hell a "pellar" is).
Is this some setting somewhere that thinks its helping me by changing the tracked quest to something that's closer to me? Can I turn this off?

Currently tracked quest keeps changing without my input. How do I stop this?
