.Ini Tweaks that increase stability/FPS and reduce crashes.

I was looking for any changes that could be made to the .ini for better performance, and I found these

\The Witcher 3 Wild Hunt\bin\config\base\resources.ini

FileQueueSizeGame = 250
FileQueueSizeLoading = 700
MaxRequests = 45 [50 is max, and with 50 or over you might have crashes]

(bigger faster loading)
MaxCompressedBudget = 10

MaxUncmpressedBudget = 240
MaxUncompressedBlocks = 4096

These changes reduced game stuttering and increased my average frame rate by about 5 and got rid of game crashes when in Novigrad.
