When walking through Novigrad, I noticed that Redanian guards patrol the streets. It was my understanding that despite the city itself residing inside of Redania's borders, it wasn't under rule of that kingdom. If that's the case, why have Redanian guards if the city itself isn't subject to the rule of Radovid V? Because wouldn't those guards be patrolling with the intention of enforcing the laws of Redania, when those laws don't apply to residents of the city?
