I'll soon be getting back into the game to play HoS but the micro-stutter on my R9 280 is driving me insane. Suggestions?

Running at 60fps with many settings set to low.

I've had to deal with it since the game's launch. For the longest I kept meaning to ask around or check out some performance tweak guides but never got around to it. The only time I don't really have it is when venturing around wide-open areas with very little trees/foliage. It can often be subtle and not too intrusive, but it can get somewhat bad in towns or areas with lots of trees.

Is the 280 simply not good enough to run the game smoothly at 60fps even with practically everything disabled or set to low? I'm willing to knock the game's visuals down a few notches in exchange for smooth performance. Even at low, the game is pretty damn gorgeous. Any help would be appreciated.
